A usual set has 14 golf clubs in total but when you are just starting out you surely won't need that many. Five or six clubs would suffice to start with. For hitting the ball smoothly such that it just rolls over the grass rather than getting lofted over the heads, putter is the right kind of club for such purpose. These clubs are for when you are trying to 'put' the ball into the hole with a smooth, slow and gentle roll of the ball.
